What is the purpose?
Specific Objective: 2.4 - Promoting climate change adaptation and disaster risk prevention, resilience, taking into account eco-system based approaches
Increasing the safety and protection of the population in the eligible area by improving and enhancing climate change adaptation and disaster risk prevention resilience through the establishment of cross-border disaster response and situational operations centers, capacity building, and joint interventions of the institutions with responsibilities in the field of emergency situations.

What will happen?
- Setting up, construction and endowment of the Cross-border disaster response center in Constanta;
- Construction and purchase of equipment for a Cross-border Situational-operations center in Veliko Tarnovo;
- Refurbishment of premises and delivery of equipment for the Station for Respiratory Protection in the Academy of the Ministry of Interior, Sofia
- Construction of a zonal vessel base for intervention on the Danube river in Giurgiu;
- Procurement and installment of mobile pontoon /pontoons on Danube river;
- Procurement of special vehicles for intervention and vehicle for project implementation unit PP2;
- Procurement of special vehicles, inventories and equipments PP6 NAVRB;
- Communication and visibility;
- Updating the Joint intervention plan and common procedures;
- Elaboration of a common training curriculum for the management operational personnel;
- Joint training sessions for the management operational personnel;
- Joint exercises carried out with Romanian and Bulgarian professional firefighters and volunteers;
- Updating the common training curriculum for volunteers;
- Organizing trainings for volunteer staff from eligible area NAVRB + AMoI-BG

Status
The project implementation period started on 05.12.2024. To date, all six project partners have reported the following progress regarding the main procurements and activities of the project:
PL: General Inspectorate for Emergency Situations, Romania - within Investment Activity 1.5 "Procurement and installation of mobile pontoon/pontoons on the Danube River", the Contracting Authority signed on 10.06.2025 for delivery and installation of mobile pontoons;
PP2: General Directorate Fire Safety and Civil Protection, Bulgaria - is in the process of developing the technical design for the execution of works for the Cross-border Situational Operations Centre in Veliko Turnovo. They are preparing the documentation and launching of the procurement procedures for the works contract for the Cross-border Situational Operations Centre in Veliko Turnovo, and the supply contract for medium-class rescue vehicles and van-type rescue vehicles with hydraulic equipment;
PP3: County Inspectorate for Emergency Situations "Dobrogea" Constanța, Romania organized the Start-up Conference and the first Steering Committee meeting on 26.03 -- 28.03.2025 and, during 28.07 - 01.08.2025, organized the first project workshop, both events held in Constanța. The workshop activities focused on updating the Common Intervention Plan and Common Procedures. Also, it launched the procurement procedure for the execution of works for the investment objective "Cross-Border Disaster Response Centre" in Constanța, on 25.09.2025.
PP4: Territorial Inspectorate of the Border Police Giurgiu, Romania - Within Investment Activity 1.4 "Zonal Naval Base for Intervention -- Giurgiu", PP 4 reported the launch of the procedure for design services and execution of works on 07.05.2025, finalized on 29.08.2025. Also, PP 4 signed the design and execution contract on 25.09.2025;
PP5: Academy of the Ministry of Interior - Bulgaria - regarding the progress recorded under Activity 1.3 "Respiratory Protection Station", PP5 launched the procurement procedures for the "Stationary training installation for exercises with breathing apparatus with air" and "Execution of works for the investment Renovation of classrooms, the stationary training installation, the laboratory for maintenance of self-contained breathing apparatus, the sanitary group" and they are currently ongoing;
PP6: National Association of Volunteers in the Republic of Bulgaria - reported that the technical specifications for the procurement of the mobile hall are ready, and the procedure was launched in August 2025.
