Streamlining cross-border cooperation: Joint approach in disaster resilience – STREAM 2 - ROBG00005

What is the purpose?

Specific Objective: 2.4 - Promoting climate change adaptation and disaster risk prevention, resilience, taking into account eco-system based approaches

Increasing the safety and protection of the population in the eligible area by improving and enhancing climate change adaptation and disaster risk prevention resilience through the establishment of cross-border disaster response and situational operations centers, capacity building, and joint interventions of the institutions with responsibilities in the field of emergency situations.

What will happen?

  • Setting up, construction and endowment of the Cross-border disaster response center in Constanta;
  • Construction and purchase of equipment for a Cross-border Situational-operations center in Veliko Tarnovo;
  • Refurbishment of premises and delivery of equipment for the Station for Respiratory Protection in the Academy of the Ministry of Interior, Sofia
  • Construction of a zonal vessel base for intervention on the Danube river in Giurgiu;
  • Procurement and installment of mobile pontoon /pontoons on Danube river;
  • Procurement of special vehicles for intervention and vehicle for project implementation unit PP2;
  • Procurement of special vehicles, inventories and equipments PP6 NAVRB;
  • Communication and visibility;
  • Updating the Joint intervention plan and common procedures;
  • Elaboration of a common training curriculum for the management operational personnel;
  • Joint training sessions for the management operational personnel;
  • Joint exercises carried out with Romanian and Bulgarian professional firefighters and volunteers;
  • Updating the common training curriculum for volunteers;
  • Organizing trainings for volunteer staff from eligible area NAVRB + AMoI-BG

Status

The project implementation period started on 05.12.2024 and the project is currently in month 7 out of 48 months foreseen. So far, the all six project partners reported the following progress related to the main acquisitions and milestones of the project:

LP – IGSU Ro – the public procurement and installment of mobile pontoon on Danube River. The public procurement of the mobile pontoon, having and estimated value amounted on 838.950, euro is ongoing and a contract is expected to be signed in July 2025;

P2 - DGFSCP-BG – the elaboration of Technical project related to the execution of the works in Cross- border Situational – operations center in Veliko Tarnovo is ongoing and expected to be finalized in July 2025. Further on, the biggest procurement at PP2` level related to the execution of a works contract for Cross- border Situational – operations center in Veliko Tarnovo, having an estimated value from   3.176.572,46 euro is foreseen to be launched in month 9 of the implementation, meaning in the beginning of September 2025. The other important procurements related to special rescue vehicles-medium class and rescue vehicles pick-up type with hydraulic equipment are expected to be launched in very short terms;

PP 3 - Dobrogea Constanta County Inspectorate For Emergency Situations – is currently in process of modification of the Feasibility Study in accordance with the Subsidy contract no. 266678/03.12.2024, Article 1 “Award of Subsidy”, paragraphs 4 and 5. The respective procurement for Construction of Cross-border disaster response center in Constanta, having an estimated value from 9.226.753, 26 euro is expected to be launched until the end of June 2025. In addition, PP 3 registered progress also with the organization of the Start-up Conference and the first Steering Committee meeting in the period 26.03 – 28.03.2025 held with the participation of MA, NA, JS, local authorities and local media in Constanta;

PP4 - Territorial Inspectorate of Border Police Giurgiu – as part from the Investment Activity 1.4 “Zonal Vessel Base for Intervention – Giurgiu”, the PP 4 reported the launching of the procedure for design services and execution of works with estimated value 5.09 mil. On 07.05.2025, being currently under evaluation of the received offers until the middle of July 2025;

PP5 - Academy of the Ministry of interior, Bg – related to the progress registered within Activity 1.3 “Station for Respiratory Protection”, PP5 is in process of launching of the procurement procedures for the “Stationary training facility for exercising with air breathing apparatus” and “Execution of works for the investment Renovation of the spaces of the classrooms, stationary training facility, laboratory for maintenance of self-contained breathing apparatus, bathroom” until the middle of July 2025;

PP6 -  National Association of Volunteers In Republic of Bulgaria – reported that, is in process of undertaking actions related to the acquisition of the mobile hall and elaboration of the necessary technical documentation.

Further and not the last, the project partnership reported realized contribution from 6 organizations to the Programme output indicator RCO87 - Organizations cooperating across borders;
