Signing of the financing contract for STREAM 2 Project– Streamlining cross-border cooperation: Joint approach in disaster resilience

On December 4, 2024, the financing contract for the strategic project STREAM 2 – Streamlining cross-border cooperation: Joint approach in disaster resilience, code ROBG00005, was signed. The project is funded by Interreg VI-A Romania–Bulgaria Programme, with the General Inspectorate for Emergency Situations acting as the Lead Partner.

The total value of the project is €24,330,679.26, of which €19,464,543.40 comes from the European Regional Development Fund (ERDF). The project implementation period is 48 months, from December 5, 2024 to December 4, 2028.

The general objective of the project is to increase the safety and protection of the population in the eligible area by improving adaptation to climate change and enhancing disaster resilience through the establishment of cross-border operational disaster response centers, as well as by strengthening the capabilities and joint actions of institutions responsible for emergency management.

This project is implemented by a partnership that includes:

  • The General Inspectorate for Emergency Situations of Romania (Lead Partner),
  • The General Directorate Fire Safety and Civil Protection of the Republic of Bulgaria,
  • The “Dobrogea” County Inspectorate for Emergency Situations in Constanța,
  • The Giurgiu Territorial Inspectorate of the Border Police,
  • The Academy of the Ministry of Interior of the Republic of Bulgaria, and
  • The National Association of Volunteers of the Republic of Bulgaria.

The most important project results include:

  • Construction of the Cross-Border Disaster Response Center in Constanța County
  • Construction of the Regional Center for Docking Intervention Vessels on the Danube in Giurgiu County
  • Construction of the Cross-Border Operational Center in Veliko Tarnovo District
  • Procurement of intervention vehicles and equipment by the Bulgarian partners
  • Procurement of a mobile pontoon by the Lead Partner
  • Procurement of a breathing apparatus charging station for the training of firefighting students in the Republic of Bulgaria.
